The de facto standard right now is exactly the other way round
(alt shift control).

Let's drop the *stupid* idea to put shortcuts into the menu. Anyway,
my resources are Copyright and shall not be modified by anyone!
If a user changes ^W to cycle windows, then s/he obviously wants to
do that for all applications at once. Therefore we want something more
general than hacking into every resource one can lay ones hands on.
